If i were to take a stress and rescue class with SSI would i be able to do the check out dives with another agency instructor? or does it need to stay with an SSI instructer to be valid?

There are no check out dives its book time, then hands on in a pool /lake/ ocean.To get full cert in it you have to be cpr /firstaid ceretified.

I don’t believe that SSI allows a referral on Stress and Rescue. PVK is right - its book study then all hands on. I would be surprised if your instructor would sign-off on classroom only and allow someone other than themselves to do the practical exercises. But ask to be sure.
