Would you buy "catch shares" to help save the whales?

An idea called "catch shares" seems to be resurfacing as a solution to save whales and other over harvested/endangered marine life. Its like buying stock in a company, except the company is whales. If you own "catch shares", that gives you the ability to legally catch a certain quota of whales. In the case of an environmentalist, the shares may be purchased and never used, therefore whales are saved. Would you buy catch shares to save whales?

[Choose #2] This only works if Japan and a few others actually abide by their catch share, which they really do not. It’s really throwing your money away.

[Choose #2] The $$ used to buy the shares would only be used to kill more whales. You are investing $$ into the whaling industry. The next season will only have more catch shares avail.

[Choose #1] I understand the theory of the idea and while I admire it, I think to uphold the fact that you, who may live in say, New York ,own a whale , who’s in danger of being slaughtered by a Japanese ship in the Pacific may be difficult to enforce.

[Choose #3] Isn’t there an international law amounting to this now with Japan’s share of 900+ for research which is actually for food, just change the research catch share.
