Any time in Bonaire is a good time. It is much warm, both water and air in the summer months thru end of October.
Ok about lodging. The 1st question would be, are you renting a vehicle. They are about 350.00 for the week. If you are, you then can stay anywhere, dive with anyone. If not, then you would need to be within walking distance to both town (for food) and diving.
With a rental truck, you can shore dive. Otherwise you will be doing Boat dives.
I would recommend Carib Inn. Its has its own reef (shore diving) and they boat dive right from the small resort. and you can walk into town (less than 1/2 mile all sidewalks) for dining.
If you have a vehicle, Happy Holiday Homes has large apartments but no dive operation. You could then dive with Dive friends Bonaire.
