You might be able to take EMS sheers on a plane. I always carry a pair of EMS sheers when diving, they are blunt nose, and the blade is less than the 6" from the fulcrum as set out in prohibited items ( this is by Transport Canada, but I assume this is universal). True EMS sheers make a great cutting tool to keep in your pocket, they will not puncture stuff and they are strong for cutting fishing line, and better as you do not use a slashing approach when using them. I highly recommend them as a tool when diving. Also look at where you are going and where you will be diving, a lot of the protected area that you dive, ie most of Mexico, do not allow knives as part of your kit. When I am diving in places like MX I generally leave my knife at home.
