I ran in to this in Greece in October coming back to the ship, their version of TSA spotted my knife on the X-ray in my gear bag. We got pulled from line and escorted in to a side room with too burly Greeks with poor English skills and no sense of humor. They had me take everything out of the bag looking for more weapons, they were okay with the Z-knife line cutter which mounts on the hog harness webbing. I didn’t have my shears with me so I can’t answer for that.
The good news is I didn’t have to carry my gear bag down the pier, I got a police escort, they handed the knife to ships security who shrugged and said, "he’s a diver" and handed it back to me.
BTW, if you dive in Greece bring line and net cutters, everything is covered in lines!
