Cheap EMS shears will work on fishing line but they won’t cut wire leader or net and the pivot pin will rust away in about two years :(
For years I used a pair of SS garden shears that was sold by OMS that would cut thru anything but if you have a pocket and don’t need their sheath check out your local garden center and just keep them WD40’d
