In one of the Rescue Diver Scuba Quizzes , a question is asked about when you should prepare a report. The correct answer in the quiz is, "Only when required by the Authorities."

Though this may be the technically correct answer in the quiz, I believe that you should prepare a written report/statement any time you are involved in a rescue or any other type of Emergency Incident.

Memory fades over time and having notes to refer back to if needed at some point in the future is extremely valuable should some legal or other issue arise later down the road.

Just my 2 cents.

I think the question is misleading as I think the Authorities would make out any reports of an incident to keep data in a specific format. You filling out a report would probably apply when there was no need for an authorities to be involved.

I agree with you, but I would still prepare notes and save them, just incase I ever needed them. In this day and age, even with good Samaritan laws, you never know when a civil suit might be filed.

The real answer is anytime there is a reportable incident of any type that may lead to litigation. Since we can’t be sure when the litigation part of the sentence may become true... We shorten the sentence to... Anytime there is a reportable incident of any type.

This reminds me of the question in the captain’s license test that reads, "What boat is involved in fishing operations" And the answer must be the one that is related to "trawling." According to the US Coast Guard, legally, a man or woman standing on the deck of a boat fly fishing for bone fish is not technically "engaged in fishing activities." Thus I tell my wife that I am not engaged in kissing activity unless I have displayed the proper surface lighting.
